Construction payroll, certified payroll (WH-347) and job-cost subledger architecture

Field timecards rarely carry the fringe benefit rates, workers’ comp class codes or prevailing wage classifications needed to post job-costed payroll cleanly into the general ledger.

What is certified payroll in practice? On federal, state and municipal public works jobs governed by the Davis-Bacon and Related Acts, contractors must submit weekly certified payroll reports (Form WH-347 or state equivalents) listing every worker’s trade classification, daily straight-time and overtime hours by project, base hourly rate, bona fide fringe benefit contributions paid into plans versus paid in cash, gross wages earned, and itemized deductions, accompanied by a signed Statement of Compliance. Standard small-business payroll software breaks as soon as a single technician splits one Tuesday across a residential service call, a commercial maintenance contract and a prevailing-wage school retrofit.

Construction-native ERPs and specialized construction payroll platforms solve this by treating the timecard as a multi-dimensional cost record rather than a flat hourly punch. Foundation Software runs prevailing wage tables, union reciprocity, workers’ compensation class-code splitting and Form WH-347 reporting inside the same construction general ledger that holds the job-cost subledger. Miter approaches the same problem as a dedicated construction payroll and workforce layer: field punches carry job, phase, cost code and trade classification into Miter’s payroll engine, which calculates bona fide fringe offsets and WH-347 reports before syncing fully burdened labor costs via API into QuickBooks Online, Sage Intacct or Sage 300 CRE.

Commercial field-service platforms draw a different boundary between dispatch time capture and payroll calculation. ServiceTrade, used widely across commercial HVAC, mechanical, electrical and fire protection contractors, captures technician clock-ins, work-order labor hours and deficiency histories in the field, then passes timecards, invoices and job costs to an external accounting system or ERP (such as Foundation Software, Sage Intacct, Trimble Spectrum or QuickBooks Online) where payroll and general-ledger accounting live. Simpro natively tracks prevailing wage rate overrides and cost-center WIP percentage-of-completion in its job management layer, while relying on connected payroll platforms or certified payroll partners such as eBacon or Points North to produce statutory Form WH-347 filings.

When QuickBooks Online serves as the general ledger, contractors must inspect how labor burden actually reaches the project profitability report. QuickBooks Online Plus and Advanced do not natively generate Form WH-347 certified payroll reports without a construction payroll platform like Miter or a third-party certified payroll add-on. Just as important, a raw timesheet sync from a field app into QuickBooks Online often values job labor using a flat estimated hourly cost rate rather than posting actual overtime differentials, FICA/FUTA/SUTA employer taxes, workers’ compensation premiums split by NCCI class code and prevailing wage cash fringes after payroll closes.

In any multi-system stack connecting dispatch, construction payroll and an accounting ledger, enforce a strict payroll subledger clearing discipline. Route field timecards with job, cost code and work classification into the payroll engine first; let the payroll engine compute gross wages, prevailing wage fringes, employer taxes and workers’ comp by class code; post the resulting burdened labor distribution to the job-cost subledger and credit a dedicated payroll clearing liability account; and verify that net cash disbursements plus tax and benefit drafts zero out the clearing account every pay period.

Official product documentation

Use this in an implementation review

  1. Trace a field timecard with two prevailing wage classifications from mobile punch through fringe calculation, WH-347 generation and job-cost GL posting.
  2. Confirm whether employer payroll taxes, workers' comp class codes and union or cash fringes post to job cost codes as actual payroll runs or as flat estimated burden.
  3. Reconcile the payroll clearing account and open job-cost labor subledger against the quarterly 941 and certified payroll register before closing the month.
